S-a terminat vacanta parlamentara a UE … Si cestia sarcopiteca este luata la puricat . De Jerzy Buzek, presu Errorpei (sau cam asa ceva), de grupu parlalmentar popular (crestin democrat) din care face parre di dezonor PeDeLastia si altii.
O lipsa notabila , si as zice fireasca- dobiBocii nostri din orice parte a specturlui politic ! Asta pana in ziua in care EBA sau alta romanca “recepte” pe Dorobanti nu vor fi luate de guler “rrroama naibii mars fa acasa !!”.

Vars in viteza niste cestii gasite azi. Acu nu stiu daca si voi o sa puteti deschide linkurile alea.

Today, 2 September, the European Parliament Conference of Presidents (leaders of political groups) decided that the European Parliament will debate the "Situation of the Roma people in Europe" during the next plenary session in Strasbourg (Council and Commission statements - Tuesday 7 September at 3.00pm).

EP President Jerzy Buzek welcomed this decision and stated: "The European Parliament will debate this complex issue. Members are concerned about the situation of the Roma people in some Member States."

Additionally Jerzy Buzek welcomes the European Commission declaration to be a broker between Member States: "I call on the Commission to play the demanding role of a mediator among EU Member States in order to assist and guide them towards the most viable solution in respect of the Treaties, of the Acquis Communaitaire and the Charter of Fundamental Rights. I am confident that the European Commission will put into place all its resources in order to monitor the situation and propose possible resolutions in the near future."

Jerzy Buzek acknowledges that the competence to ensure public order is, without any doubt, in the hands of the Member States of the EU, however, he also underlined:

"All European citizens have the same rights within the EU. No one can be expelled from a country just because they belong to the Roma minority. Taking into account that we need to improve the social integration of the Roma communities, we should avoid any discriminatory rhetoric in the discussion on this issue."

The legality of the French government's expulsion of Roma people has yet to be established, with regard both to EU law on free movement and temporary residence and to the Charter of Fundamental Rights, the European Commission told Civil Liberties Committee MEPs in a debate on Thursday. The overall position of Roma people in Europe will be debated in plenary session on Tuesday 7 September in Strasbourg.
"When will the Commission be able to say yes or no, these actions are in conformity with European law?", asked Simon Busuttil (EPP, MT). "When we have all the facts", replied European Commission Director General for justice Françoise Le Bail.

Commission officials are currently examining evidence supplied by the French government to assess whether the returns comply with free movement law (Directive 2004/38) and with the European Charter of Fundamental Rights, which enshrines the principle of non-discrimination, which became binding when the Lisbon Treaty entered into force, said the European Commission representative.

"Risk of contagion"

"This is a European problem because the treaties have been breached", affirmed Rita Borsellino (S&D, IT), adding that "Citizens have been discriminated on ethnic grounds". She also warned that such measures could spread "by contagion" to other countries.

Jan Mulder (ALDE, NL) voiced doubts as to whether the procedures used to return Roma to frontiers had been carried out individually, as required by European law. "So far as I know, the French courts already have the reply", he declared.

"Is fixing expulsion quotas not unlawful?" asked Cornelia Ernst (GUE/NGL, DE). Marie-Christine Vergiat (GUE/NGL, FR) criticized "expeditious police procedures" and "collective expulsions", and urged the Commission to consult civil society in its evaluation of the case.

Achieving "an unparalleled integration of Roma people"

"Parliament has several times called for an overall strategy to be put in place to integrate Roma people", noted Kinga Göncz (S&D, HU). "This sad and deplorable affair calls deeply into question Europe's founding freedoms and project", said Hélène Flautre (Greens/EFA, FR). She advocated acting on the lessons of these events in order to "achieve an unparalleled integration of Roma people" and urged the Commission to go beyond its current stance, which she described as that of an '"honest broker".

Is European money for Roma people well spent by Member States?

The European Commission representative also judged it "important to ascertain that the 10 billion euro from the European Social Fund for including Roma people "is really spent in a way that benefits this community" by Member States in which it is numerically important.

"Some colleagues are reacting in a somewhat exaggerated fashion", observed Philip Claeys (NI, BE), adding that "we also need to see what public opinion thinks". As to legality, "there have been expulsions on the basis of individual processing of dossiers: the French government has acted quite legally, and has a perfect right to do so".

"The EU must urgently start to work on a new, comprehensive Roma Strategy", said Simon Busuttil MEP, Draftsman for the EPP Group motion for a resolution to wind up next week's debate in Strasbourg on the situation of the Roma.
The debate was called after a number of Roma people were returned to their countries of origin from France in August.
"A Roma Strategy must comprise an Action Plan, based on wide-scale cooperation among EU institutions, Member States and other stakeholders and it must also fully involve the Roma community in all aspects of planning, implementation and supervision." said Busuttil, adding that the strategy must also be accompanied by sufficient and credible budgetary appropriations", he said.
On the right of EU citizens to free movement, Busuttil said that EU law makes it clear that there are rights and obligations attached to free movement. Whereas EU citizens are entitled to free movement, this right must be exercised in accordance with the conditions laid out in the law. This also applies to Roma people who are citizens of EU countries.
EU citizens can move to and settle in any Member State, provided this is for the purposes of work or study or if they have sufficient resources not to become a burden on the host Member State. Moreover, freedom of movement can also be restricted on the grounds of public policy, public security or public health. Expulsions are also possible provided these are justified on a case-by-case basis.
"In dealing with this sensitive issue, we need to contribute constructively and in a positive spirit rather than play the blame game against one Member State government or the other", said Busuttil.
"The political manipulation that we have seen is reprehensible, because it shifts the focus from the real issue where we all need to work together, namely to formulate and implement a strategy for Roma", said Simon Busuttil.

Depuis des semaines la politique d’expulsion que mène le gouvernement français à l’encontre des Roms, domine l’actualité en Europe.
Nous voudrions vous faire part de notre incompréhension et de nos préoccupations et nous joindre aux critiques formulées par les différentes institutions européennes, l’Organisation des Nations Unies (ONU), et même l’Eglise catholique, vis-à-vis du démantèlement massif des camps de Roms sur le territoire de la République.
A titre d’exemple, Pierre-Richard Prosper, rapporteur du Comité contre l’élimination de la discrimination raciale (CERD), a souligné que le fait de viser un groupe plutôt que des individus est contraire aux obligations de la France, signataire de conventions internationales.
Bien que ces camps revêtent un caractère illégal, les mesures coercitives appliquées systématiquement ne sont pas une réponse adéquate à une problématique liée à la misère.
L’émigration massive de la première minorité ethnique en Europe, à savoir les Roms, constitue avant tout un acte de survie en réponse à la discrimination structurelle grave que subit ce peuple. Ils sont marginalisés et vivent sous des conditions souvent déplorables et insalubres, faute d’interventions nationales et internationales efficaces.
La politique menée par le gouvernement français à l’heure actuelle prend à nos yeux une envergure très inquiétante, étant donné qu’elle va à l’encontre des principes sur lesquels se base l’Union européenne et ne respecte pas le Traité sur l’UE. Ce dernier stipule clairement dans son article 2 que : L'Union est fondée sur les valeurs de respect de la dignité humaine, de liberté, de démocratie, d'égalité, de l'État de droit, ainsi que de respect des droits de l'Homme, y compris des droits des personnes appartenant à des minorités. Ces valeurs sont communes aux États membres dans une société caractérisée par le pluralisme, la non-discrimination, la tolérance, la justice, la solidarité et l'égalité entre les femmes et les hommes.

Mener une politique qui stigmatise une ethnie/une minorité n’est guère compatible avec les valeurs de la République Française et celles de l’Union européenne.
L’attitude du Président de la République et de son gouvernement est d’autant plus incompréhensible que cette campagne intervient un mois après le rapport de la Commission Européenne contre le racisme et l’intolérance (ECRI) du Conseil de l’Europe et la résolution adoptée par le Comité des Ministres du 30 juin 2010 constatant la violation par la France de la Charte sociale européenne suite à la plainte du centre européen des droits des Roms (CEDR).
En tant que citoyens européens, les Roms ont le droit à la libre circulation au sein de l’UE, et dans ce contexte, il nous semble plus adapté d’œuvrer en faveur d’une intégration durable de ces personnes, au lieu de les expulser et de les marginaliser. Le fait qu’environ deux tiers des Roms vivant en France sont sédentaires, constitue en notre sens une bonne base de départ pour engranger ce processus d’intégration.
Leur garantir les droits fondamentaux qui leur incombent en tant que ressortissants européens, leur donner accès au logement et au travail seraient à notre avis, des démarches prometteuses vers une intégration réussie.
Nous tenions par la présente à vous transmettre les plus vives inquiétudes du LSAP.
