On 19 November 2012, RTL Télé Lëtzebuerg aired a story alleging that the former head of the State Intelligence Service (SREL), Marco Mille, had used a wristwatch to covertly record a confidential conversation with Juncker in 2008.[15][16] According to the report, although Juncker had later found out about the recording, he took no action against Mille and allowed him to leave the service in 2010 for a position with Siemens.[15][17] A transcript of the conversation was published by D'Lëtzebuerger Land, which highlighted the disorganised state of the secret service, mentioned links between Grand Duke Henri and MI6 and referred to the "Bommeleeër" scandal.[18][19] On 4 December 2012, the Chamber of Deputies voted to set up a Parliamentary Inquiry into allegations of SREL misconduct including the illegal bugging of politicians, purchase of cars for private use and allegations of taking payments and favours in exchange for access to officials.[20][21] The inquiry heard from witnesses who claimed that SREL had conducted six or seven illegal wiretapping operations between 2007 and 2009, as well as covert operations in Iraq, Cuba and Libya.[22][23] The report concluded that Juncker had to bear political responsibility for SREL's activities, that he had been deficient in his control over the service and that he had failed to report all of the service's irregularities to the enquiry commission.[21][24] Juncker himself denied wrongdoing.[25]

After a seven-hour debate in the Chamber of Deputies on 10 July, the withdrawal of support from the Christian Social People's Party's coalition partner, the Luxembourg Socialist Workers' Party (LSAP), forced Juncker to agree to new elections.[26] Alex Bodry, President of LSAP and Chair of the Parliamentary Inquiry into SREL, declared his lack of confidence in Juncker, saying: "We invite the prime minister to take full political responsibility in this context and ask the government to intervene with the head of state to clear the path for new elections."[25] Juncker tendered his resignation to the Grand Duke on 11 July.[21] After the election, Juncker was succeeded on 4 December 2013 by Xavier Bettel.[27][28]

"Bommeleeër" scandal.
L'affaire des poseurs de bombe (affaire du Bommeleeër en luxembourgeois) est une série d'attentats terroristes ayant frappé le Grand-duché de Luxembourg entre 1984 et 1986, très probablement dû au réseau stay-behind. Cette affaire a fait l'objet d'une procédure judiciaire.

Cette série d'attentats effectués avec des explosifs volés dans des carrières a été rapprochée par certains de l'affaire des tueries du Brabant en Belgique, bien que la violence des attentats luxembourgeois ait été bien moindre. Il y eut cinq blessés au total.

En février 2013, deux anciens membres de la brigade mobile de la gendarmerie, un groupe d'élite de la gendarmerie grand-ducale1, sont accusés d'avoir participé aux attentats. Ben Geiben, l'ancien chef de la gendarmerie mobile comparait au procès2. L'implication éventuelle de réseaux stay-behind au nom d'une stratégie de la tension a été évoquée par les avocats de ces personnes3.

Les avocats des deux gendarmes avaient affirmé fin 2013 que les investigations auraient été menées uniquement à charge, accusant les enquêteurs de vouloir à tout prix trouver "un coupable" après 30 ans d’échec4.

Or, en avril 2013, un ancien membre du Service de renseignement de l'Etat luxembourgeois (SREL), André Kemmer, confesse que le SREL "aurait informé le gouvernement il y a sept ans de sa thèse concernant l'implication du réseau stay-behind". Gérard Reuter, ancien président de la Cour des comptes de Luxembourg, confirme sur RTL la thèse du SREL évoquant l'implication du réseau stay-behind, ajoutant "que la série d'attentats avait été commanditée par la CIA" et confirmant "la présence de Licio Gelli, membre du réseau Gladio, au début des années 80 au Luxembourg"5.

Le Monde diplomatique de février 2016 écrit que, lors d'une enquête parlementaire consacrée menée parallèlement au procès des attentats, il a été révélé que le Service de renseignement de l'Etat du Luxembourg (SREL), « détient un enregistrement datant du début des années 2000 dans lequel le chef du gouvernement Jean-Claude Juncker discute avec le grand-duc Henri de l'implication de son frère le prince Jean, dans les attentats

A! Si ca am scris Drunker. O scena filmata in care isi respecta cel de-al doilea prenume (Caude vine de la Caudius care vine de la claudicare :  a șchiopăta. 2. a călca nesigur, a se împletici; a șovăi. (fig.) a nu fi cum trebuie, a se clătina) il arata beat crita . Pesmene ca daca a fost dus la toaleta garda a trebuit sa ii desfaca si slitui samd.
Nu-mi ziceti sciatica. Am vazut oameni in plina criza de sciatica .. Eu am "beneficiat"*  de placerile produse de  spina bifida .... care la prima impresie a fost catalogata ... sciatica.  Cand ma apuca ... nu zic ca aveam pana in 30 de ani si in 2 randuri a trebuit sa cer ajutor sa traversez strada .....
Deci am ceva expereinta sa va zic ca Drunker nu se clatina asa din cauza sciaticii . La asa ceva "smulgi" piciorul din sold "il arunci" e un mers de rata mecanica impiedicata . Asa ca el te clatini de la excesul de alcool.  Sper ca nu o sa trageti conlcuzii prea radicale daca va zic ca si in aceasta privinta am ceva experienta .....
